THERE'S A CURRICULUM THAT IS ALLOWING TEACHERS TO REALLY ELEVATE THE INSTRUCTION THAT THAT STUDENTS ARE RECEIVING IN MATHEMATICS. THIS COMMITTEE CAME TOGETHER TO TAKE A FRESH LOOK AT OUR CURRENT DISTRICT OF INNOVATION PLAN AND TALK THROUGH WHAT THE DISTRICT ACTUALLY NEEDS RIGHT NOW, AND BE IN COMPLIANCE WITH CURRENT LEGISLATION. AFTER REVIEWING THE AVAILABLE EXEMPTIONS, LISTENING TO STAKEHOLDER FEEDBACK AND KEEPING LEGISLATION IN MIND, THE COMMITTEE RECOMMENDED ADDING TWO TARGETED AMENDMENTS TO GIVE THE DISTRICT A BIT MORE FLEXIBILITY IN HOW WE OPERATE. THOSE TWO RECOMMENDATIONS ARE WHAT WE'RE BRINGING FORWARD TONIGHT, INCLUDING REWORDING ONE OF THE AMENDMENTS. WHAT DOES IT MEAN TO BE A DISTRICT OF INNOVATION? IT'S ABOUT LEVELING THE PLAYING FIELD WITH CHARTER SCHOOLS BY GIVING PUBLIC SCHOOL DISTRICTS MORE FLEXIBILITY AND LOCAL CONTROL OF HOW THEY OPERATE. WHAT YOU SEE HERE IS A TIMELINE THAT THAT GUIDED OUR DISTRICT OF INNOVATION WORK. I WANT TO BRIEFLY HIGHLIGHT A FEW KEY POINTS THAT EXPLAIN HOW THIS PLAN WAS DEVELOPED AND BROUGHT FORWARD FOR BOARD CONSIDERATION. ONE, THIS WORK STARTED WITH DISTRICT LEADERS COMING TOGETHER TO LOOK AT OUR CURRENT DISTRICT OF INNOVATION PLAN, AND TO TALK HONESTLY ABOUT WHAT'S WORKING AND WHAT'S NOT WORKING, AND WHERE THE DISTRICT NEEDS MORE FLEXIBILITY. FROM THERE, WE NARROWED THE FOCUS, BROUGHT PROPOSED CHANGES TO THE DEIC, WE LISTENED TO THE FEEDBACK AND MADE ADJUSTMENTS BEFORE FINALIZING WHAT YOU WILL SEE TODAY, INCLUDING WHAT WAS REMOVED FROM THE CURRENT PLAN AND THE RATIONALE BEHIND THOSE DECISIONS. THIS BRINGS US TO THE PLAN IN FRONT OF YOU TONIGHT WITH THE CLEAR NEXT STEPS IN THE FALL OF 2026, WHERE WE WILL BEGIN THE RENEWAL PROCESS FOR THE DOI PLAN COVERING THE 27 THROUGH 32. AT THIS TIME, I'LL TURN IT OVER TO MARY GARCIA FROM STUDENT SERVICES TO WALK THROUGH THE ITEMS THAT WERE REMOVED OR ADDED AND REVISED. GOOD EVENING. THERE ARE FIVE EXEMPTIONS THAT ARE GOING TO BE REMOVED, BUT THEY ARE BEING REMOVED, ALL DUE TO EITHER RECENT LEGISLATION REQUIRING THE EXEMPTION TO BE REMOVED OR THE EXEMPTION WAS NO LONGER NECESSARY DUE TO CHANGES IN PRACTICE OR POLICY. SO I'M GOING TO JUMP AROUND A LITTLE BIT ON THE SLIDE, BUT IF YOU WILL LOOK AT DOI FROM THE 2023 PLAN NUMBER ONE, SIX AND 14, THESE ARE ALL RELATED TO HOUSE BILL SIX. THIS SUMMER UNDER HOUSE BILL SIX, IT PROHIBITED ANY EXEMPTIONS IN A DOI PLAN THAT ARE RELATED TO CHAPTER 37 AND CHAPTER 37 IS OUR STUDENT DISCIPLINE TEXAS EDUCATION CODE. CHAPTER 37 IS ALL RELATED TO STUDENT DISCIPLINE. I'M NOT SURE IF YOU REMEMBER, BUT THIS FALL WE DID HAVE TO REVISE THE STUDENT CODE OF CONDUCT WITH THE CAMPUS BEHAVIOR COORDINATORS, BECAUSE WE KNEW THAT THE TEXAS EDUCATION CODE WOULD NOT ALLOW US TO HAVE THIS EXEMPTION. SO WE REVISED THAT IN OUR STUDENT CODE OF CONDUCT. SO THOSE THREE WILL NEED TO BE REMOVED BECAUSE HOUSE BILL SIX WILL NOT ALLOW US TO HAVE IT IN OUR PLAN. SO THE NEXT ONE GRADE SEVEN READING INSTRUMENT, THE EXEMPTION RELATED TO THAT, AND THE ONE THAT'S NUMBER TEN IN THE 2023 PLAN, THE ONE ON TEACHER AND ADMINISTRATIVE APPRAISALS ARE JUST SIMPLY NO LONGER NEEDED BECAUSE WHEN THEY WERE WRITTEN, WE NEEDED THE EXEMPTION. FOR EXAMPLE, THE SEVENTH GRADE READING INSTRUMENT IS BEING REMOVED BECAUSE TEA NOW ALLOWS DISTRICTS TO USE THAT LOCALLY APPROVED READING DIAGNOSTIC. BUT BACK THEN THEY DIDN'T. AND THE SAME THING WITH THE T TEST AND TPS. BACK THEN, THEY DID NOT ALLOW STUDENT GROWTH MEASURE TO BE A PART OF THAT APPRAISAL SYSTEM, BUT THEY DO NOW. SO THESE ARE GOING TO BE WE'RE ASKING FOR THEM TO BE REMOVED BECAUSE OF LEGISLATION OR NO LONGER NEEDED DUE TO PRACTICE OR POLICY. YOU WILL ALSO HAVE IN YOUR BOARD PACKET THE RED LINE PLAN FROM 2023. IF YOU WANT TO SEE THESE IN THEIR ENTIRETY AND YOU CAN SEE THAT THEY ARE BEING REMOVED. OKAY, NEXT I WILL WALK YOU THROUGH OUR FIRST NEW AMENDMENT AND IT'S ACTUALLY JUST A REVISION. SO CURRENT STATUE TEC 45, 205 AND 206 REQUIRES SHORT TERM CONTRACTS OF TWO YEARS AND THEN FREQUENT EXTENSIONS WHEN SERVICES ARE EFFECTIVE AND PRICING REMAINS COMPETITIVE. SO THE PROPOSED FLEXIBILITY THAT WE HAVE IN PLACE NOW WOULD ALLOW THE DISTRICT TO CONTINUE USING COMPETITIVE BIDDING OR REQUEST FOR PROPOSALS AT LEAST EVERY EIGHT YEARS, WITH EVALUATIONS OF THE CONTRACTS EVERY TWO YEARS. SO AGAIN, THERE'S NO NEW CHANGES, BUT MR. VALENZUELA AND HIS TEAM DID REWORD THAT, SO IT WAS EASIER TO READ. THE INTENT HERE OF THE EXEMPTION OVERALL IS JUST TO REDUCE THE UNNECESSARY ADMINISTRATIVE BURDEN AND ALLOW DISTRICT RESOURCES TO REMAIN FOCUSED ON STUDENT ACHIEVEMENT AND CAMPUS OPERATIONS. OKAY. SO YOU MAY REMEMBER THAT THIS HOUSE BILL WAS PASSED A FEW YEARS AGO. I BELIEVE IT WAS HOUSE BILL 1959, AND IT WAS AMENDED THIS YEAR TO INCLUDE THE PEACE OFFICERS. GARLAND ISD WILL CONTINUE TO ACCEPT ELIGIBLE STUDENTS WHO QUALIFY AS CHILDREN OF PEACE OFFICERS AND MILITARY SERVICE MEMBERS. WHAT THIS EXEMPTION IS REQUESTING IS FOR CAMPUS PLACEMENT AND NOT DISTRICT ADMISSION. AS AN OPEN ENROLLMENT AND CHOICE BASED DISTRICT, WE MUST BALANCE THAT FAMILY PREFERENCE WITH CAMPUS CAPACITY AND STAFFING AND CLASS SIZE AND PROGRAM AVAILABILITY. SO MANDATORY CAMPUS PLACEMENTS CAN LIMIT OUR ABILITY TO MANAGE ENROLLMENT EQUITABLY AT HIGH AND HIGH DEMAND CAMPUSES. THIS EXEMPTION PRESERVES OUR LOCAL DISCRETION OVER CAMPUS ASSIGNMENT, WHICH IS CONSISTENT WITH OUR CURRENT BOARD POLICY FDB LOCAL. THE LAST AND FINAL AMENDMENT THAT IS NEW RELATES TO OUR GRIEVANCE PROCEDURES. OKAY. THESE PRESCRIPTIVE STATEWIDE REQUIREMENTS INCLUDE MANDATORY GRIEVANCE STRUCTURES, EXTENSIVE TIMELINES, AND MULTIPLE MULTIPLE LEVELS OF REVIEW. ALSO, STRICT FILING AND HEARING AND DECISION FORMATS AND BOARD SCHEDULING.
