TONIGHT'S BRIEFING PROVIDES A STRATEGIC VIEW OF GARLAND ISD 2024-2025 ANNUAL PERFORMANCE REPORT.

NOT SIMPLY A STATUTORY OBLIGATION, BUT ALSO A GOVERNANCE TOOL THAT ALLOWS OUR BOARD TO EVALUATE THE DISTRICT HEALTH, MONITOR PROGRESS TOWARDS STUDENT OUTCOMES AND ENSURE ORGANIZATIONAL ACCOUNTABILITY.

SO THIS REPORT FULFILLS THE REQUIREMENTS OF TEXAS EDUCATION CODE 39 SECTION 306 AND INCLUDES THIS REQUIRED PUBLIC HEARING. SO TONIGHT IS LESS ABOUT REANALYZING THE DATA AND MORE ABOUT REINFORCING THIS TRANSPARENCY.

THE ANNUAL PERFORMANCE REPORT SERVES AS THE DISTRICT'S FORMAL PUBLIC ACCOUNTING OF THE WORK ACADEMICALLY, OPERATIONALLY, AND FINANCIALLY. SO MUCH OF THE INFORMATION REFLECTED IN THESE REPORTS REPRESENT LAGGING DATA, WHICH HAVE BEEN PREVIOUSLY PRESENTED TO YOU, ALL BOARD OF TRUSTEES, AND TO OUR COMMUNITY THROUGH ACCOUNTABILITY UPDATES, ACADEMIC PROGRESS REPORTS, AND FINANCIAL BRIEFINGS.

WE MOVE INTO ACCREDITATIONS AND RATINGS. GARLAND ISD CONTINUES TO DEMONSTRATE OPERATIONAL STRENGTH AND ACADEMIC STABILITY.

OUR FINANCIAL FIRST RATING IS A-SUPERIOR ACHIEVEMENT.

SO TEA HAS FOUR DETERMINATION LEVELS BASED ON THE RESULTS DRIVEN ACCOUNTABILITY SYSTEM.

GARLAND ISD IS IN THE SECOND TIER OF THESE DETERMINATION LEVELS.

THIS DESIGNATION ACTIVATES STRUCTURED CONTINUOUS IMPROVEMENT, REQUIRES.

REQUIREMENTS, AND REINFORCES OUR COMMITMENT TO STRENGTHENING PROGRAM EFFECTIVENESS FOR ALL OF OUR LEARNERS.

THEN WE MOVE INTO THE BULK OF THE ANNUAL PERFORMANCE REPORT, WHICH IS THE TEXAS ACADEMIC PERFORMANCE REPORT.

IN ORDER FOR US TO MEET OUR ULTIMATE GOAL OF BECOMING AN A-RATED DISTRICT SOLELY ON PERFORMANCE, ITS ACADEMIC GROWTH, AND THE GROWTH OF OUR STUDENTS THAT WILL ENSURE THAT WE ARE ON THE PATH TO MEETING THAT GOAL.

ACADEMIC GROWTH IS CALCULATED FOR STUDENTS WHO HAVE TWO CONSECUTIVE YEARS OF READING AND OR MATH ASSESSMENTS.

IN ADDITION, YOU'LL NOTICE IN YOUR BOARD PACKET THAT THE ACCELERATED LEARNING AS RELATED TO OUR HOUSE BILL 1416 PERFORMANCE IS ALSO NOTED IN THE REPORT.

OTHER SUCCESS INDICATORS. BECAUSE WE KNOW THAT STAAR IS NOT THE ONLY METHOD THAT WE USE TO MONITOR OUR STUDENT PROGRESS YOU'LL NOTICE THAT WE HAVE OTHER SUCCESS INDICATORS ON. ON THE SLIDE.

I'M HERE TONIGHT IN HONOR OF NATIONAL FFA WEEK.

DURING FFA WEEK, MEMBERS ARE ENCOURAGED TO GO INTO THEIR COMMUNITIES AND SPREAD THE WORD ABOUT WHAT FFA IS AND CAN DO FOR STUDENTS AND THEIR COMMUNITIES.

MOST PEOPLE HEAR FFA AND THINK OF ANIMALS AND FARMING.

WHILE OUR ORGANIZATION WAS CREATED TO SUPPORT FUTURE FARMERS AND PROMOTE AGRICULTURE, TODAY'S ORGANIZATION PROVIDES SO MUCH MORE.

THROUGH AGRICULTURAL EDUCATION AND FFA WE ARE LEARNING TO BE BETTER STEWARDS OF AGRICULTURE THROUGH LEADERSHIP, SERVICE AND ADVOCACY. EACH FALL, MEMBERS CAN COMPETE IN LEADERSHIP DEVELOPMENT EVENTS THAT INCLUDE SKILLS SUCH AS PARLIAMENTARY PROCEDURE, SKILLS DEMONSTRATION AND AG ADVOCACY TO PROMOTE LEADERSHIP AND PUBLIC SPEAKING.

IN THE SPRING, WE COMPETE IN CAREER DEVELOPMENT EVENTS SUCH AS LIVESTOCK JUDGING, VETERINARY SCIENCE, DAIRY JUDGING, WOOL JUDGING AND ENTOMOLOGY, SHOWCASING WHAT WE ARE LEARNING IN OUR AG CLASSES AND PREPARING US FOR FUTURES IN AGRICULTURE.

SOME MEMBERS ALSO COMPETE IN SPEAKING DEVELOPMENT EVENTS SUCH AS PREPARED OR EXTEMPORANEOUS SPEECH.

THIS IS IN ADDITION TO THOSE OF US THAT RAISE LIVESTOCK FOR SHOW AND COMPETE IN SKILLATHONS AT MAJOR STOCK SHOWS AROUND TEXAS AND THE UNITED STATES.

DURING THE SUMMER SOME MEMBERS CAN PARTICIPATE IN CONVENTION AND EVEN JOIN SUPPORT GROUPS SUCH AS MEDIA AND AMBASSADORS, TO PROVIDE FURTHER LEADERSHIP OPPORTUNITIES. AT CONVENTION, A NUMBER OF AWARDS AND SCHOLARSHIPS ARE GIVEN TO MEMBERS WHO GO THE EXTRA MILE TO THEIR PROGRAMS BY COMPETING FOR PROFICIENCY AWARDS, SHOWCASING EXCEPTIONAL EFFORTS TO GROW IN AGRICULTURE.

FOR EXAMPLE, THIS YEAR I AM COMPETING IN GOAT PROFICIENCY.

MY PROJECT INCLUDES NOT ONLY RAISING AND SHOWING GOATS, BUT WORKING TOWARDS BREEDING MY OWN HERD THROUGH EMBRYO TRANSFER TO RETAIN A STRONG GENETIC LINE. PROGRAMS SUCH AS THESE ALLOW MEMBERS TO BRING IN PASSIONS FROM OTHER ACADEMIC AREAS AND FUTURE CAREER GOALS TO ADVANCE AND EARN SCHOLARSHIPS FOR COLLEGE.

FFA TRULY HAS SOMETHING FOR EVERYONE. THANK YOU TO THE BOARD AND ADMINISTRATION FOR CONTINUING TO OFFER THIS VITAL PROGRAM THROUGH THE CTE DEPARTMENT.

WE SPENT COUNTLESS VOLUNTEER HOURS AND HELPING AND BEING ABLE TO BE A PART OF OUR COMMUNITY.

GARLAND ISD WAS DID NOT RECEIVE. GARLAND ISD EMPLOYEES DID NOT RECEIVE A RAISE LAST SCHOOL YEAR.

WE RECEIVED WHAT THE STATE PASSED, BUT THAT IS CONTINGENT ON STATE FUNDS.

THAT IS NOT PART OF OUR SALARIES. THEREFORE, IF AT THE NEXT LEGISLATIVE SESSION IT DOES NOT CONTINUE, WE WOULD LOSE THAT MONEY. IT IS IMPORTANT FOR OUR STAFF TO FEEL VALUED AND TO FEEL AS IF WE ARE IMPORTANT IN OR FOR OUR DISTRICT. WE NEED TO BE RAISES. WE NEED TO BE COMPETITIVE.

OUR DISTRICT NEEDS TO SHOW STAFF THAT IT IS NOT AN EMPTY PROMISE, THAT WE UNDERSTAND THAT OUR STAFF.

THAT WE UNDERSTAND THAT THE DISTRICT IS IN THE RED, BUT THAT OUR STAFF IS IMPORTANT AND THAT WE NEED TO BE ABLE TO BE COMPETITIVE WITH OTHER DISTRICTS. CURRENTLY, WE ARE NOT. WE'RE NOT BEING COMPETITIVE.

WE ARE LOSING VERY, VERY VALUABLE TEACHERS TO OTHER DISTRICTS IN OUR AREA.

GARLAND ISD IS AN IMPORTANT DISTRICT AND WE NEED TO REWARD OUR LOYALTY.

WE ASK FOR A RETENTION BONUS OR STIPEND FOR OUR LOYAL STAFF MEMBERS.

WE'RE ALSO ASKING FOR. FINALLY, WE ARE ASKING FOR A REDUCTION IN CLASS SIZES.

THIS WILL PROVIDE MORE INDIVIDUALIZED ATTENTION AND INSTRUCTION FOR OUR STUDENTS, AND IT WILL ALSO HELP REDUCE SOME OF OUR BEHAVIOR ISSUES IN THE DISTRICT.

GARLAND ISD HAS SEEN AN UPRISE IN BEHAVIOR ISSUES THESE LAST FEW SCHOOL YEARS, AND THAT IS IN DUE.

IN GREAT PART TO OUR LARGER CLASS SIZES. WE NEED TO MAKE SURE WE'RE DOING WHAT IS BEST FOR OUR STUDENTS.

I KNOW THIS MEASURE WAS PUT IN PLACE TO SAVE MONEY, BUT IT IS NOT SUSTAINABLE.

IT IS MAKING. IT IS MAKING. A LOT OF OUR TEACHERS BURN OUT WITH OUR BEHAVIOR ISSUES.

I'VE LEARNED A LOT ABOUT THE COMMUNITY OF GARLAND.

SO FAR I'VE BEEN WORKING IN GARLAND FOR FIVE YEARS, AND I'VE REALLY SEEN IT TRANSFORM SINCE I'VE BEEN HERE, AND LEADERSHIP GARLAND HAS JUST GIVEN ME AN EXTRA LOOK INTO EXACTLY WHAT GOES ON IN THE COMMUNITY OF GARLAND AND WHAT IT TAKES TO RUN SUCH A BIG CITY.

SO IT'S BEEN A GREAT OPPORTUNITY SO FAR. I WANTED TO HIGHLIGHT SOME OF THE POINTS TODAY FROM THE CLASS OF WHAT OUR FEEDBACK WAS ON THE TRIP. WE VISITED A LOT OF DIFFERENT LOCATIONS.

WE WENT TO THE SECURITY CENTER WE WENT TO THE GRCTC, THE NUTRITION SERVICES DEPARTMENT AS WELL AS THE NATATORIUM AND EACH. IT'S CLEAR THAT EACH LOCATION DOES A GREAT JOB OF SERVICING THE COMMUNITY.

THERE'S A STRONG WORKING TEAM AT EACH INDIVIDUAL FACILITY THAT REALLY CARES ABOUT ITS COMMITMENT TO THE COMMUNITY.

AND NOT ONLY SERVING THE COMMUNITY, BUT MAKING A SUSTAINABLE, SUSTAINABLE WORKFORCE WITHIN EACH DEPARTMENT.

ONE THING THAT WE REALLY ENJOYED SEEING WAS THE GRCTC AND THE VARIETY OF PROGRAMS THERE.

IT'S CLEAR THAT THERE'S A LOT OF YOUTH THAT ATTEND THAT, THAT ARE VERY INVESTED IN DOING WELL AND THEN BEING ABLE TO MAKE AN IMPACT TO THE COMMUNITY. SOME OF THE HIGHLIGHTS THAT OUR CLASS SAID ABOUT THE GRCTC WAS THAT THE STUDENTS THERE ARE VERY PROFESSIONAL. THEY KNOW HOW TO COMMUNICATE WELL.

THE LUNCH WAS A HIT, SO THAT WAS GREAT. THERE WERE SEVERAL COMMENTS ON THE LUNCH.

VERY DELICIOUS. THAT WAS ONE OF MY FAVORITE PARTS, BUT THERE WAS JUST A LOT OF GOOD PARTS TO TODAY.

AND IT'S AMAZING THE ACCESSIBILITY TO EDUCATION THAT THE GRCTC IS OFFERING THE STUDENTS AND THE EQUITY THAT GOES INTO MAKING SURE THAT THEY HAVE A GOOD PLATFORM THAT THEY CAN STEP OFF OF ONCE THEY GRADUATE.

SO, I MEAN, EDUCATION IS A VERY DIVERSE, AND IT COMES IN MANY FORMS, AND IT'S GREAT TO SEE EVERYTHING THAT HAS GONE IN TO HARNESSING THAT AND WHAT GISD HAS PUT IN TO MAKING EDUCATION ACCESSIBLE. SO THANK YOU VERY MUCH.

WHILE GARLAND ISD IS A SINGLE DISTRICT, WE ARE INCREDIBLY FORTUNATE TO CALL THREE CITIES OUR HOME GARLAND, ROWLETT, AND SACHSE. AND WHEN THE RECENT ICE STORMS HIT OUR COMMUNITY, THE LINES ON THE MAP DISSOLVED AND WHAT WE WERE CONCENTRATING ON WAS THE SAFETY OF OUR PEOPLE.

WE ALL KNOW THAT SCHOOL DAY DOESN'T START AT THE WHEN THE BELL RINGS, IT STARTS THE MOMENT A STUDENT STEPS ONTO A BUS, OR A PARENT PULLS OUT OF THEIR DRIVEWAY ON THEIR WAY TO CAMPUS.

DURING OUR MOST RECENT WEATHER, WINTER WEATHER, THE MAYORS OF GARLAND, ROWLETT AND SACHSE MOBILIZE THEIR TEAMS AROUND THE CLOCK BECAUSE OF THEIR LEADERSHIP AND THE TIRELESS WORK OF THEIR PUBLIC WORKS DEPARTMENTS.

OUR BUS ROUTES WERE CLEARED, OUR SCHOOL ZONES WERE TREATED, AND THE ROADS AROUND OUR CAMPUSES WERE CLEARED FOR SAFETY AND POTENTIALLY HAZARDOUS COMMUTE WAS TRANSFORMED INTO A SAFE JOURNEY FOR OUR STUDENTS, STAFF AND FAMILIES.

WHEN WE WENT BACK TO SCHOOL ON FRIDAY, JANUARY 30TH TO MAYOR HEDRICK OF GARLAND, MAYOR WINGET OF ROWLETT AND MAYOR BICKERSTAFF OF SACHSE. YOUR COMMITMENT TO GISD GOES FAR BEYOND OUR INFRASTRUCTURE.

IT IS THE COMMITMENT TO OUR EDUCATION AND WELL-BEING OF EVERY CHILD AND STAFF MEMBER IN THIS DISTRICT.

THE TEA AND REGION 10 RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THE AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH THE OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF. WE'RE WORKING VERY CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.

GREAT PERFORMANCES FROM ALL OF OUR KIDS IN THE GISD THAT MADE IT TO THE ALL-REGION BAND, AND I'M SUPER PROUD OF ALL OF THEM.

IN ADDITION, THIS LAST WEEKEND ROWLETT HIGH SCHOOL JUST HOSTED, I BELIEVE, THE REGION 7 STATE SOLO AND ENSEMBLE COMPETITION, AND WE HAD NUMEROUS STUDENTS ADVANCE ON TO STATE SOLO AND ENSEMBLE COMPETITION AS STATE FINALISTS, WHICH WILL OCCUR, ODDLY ENOUGH, ON MEMORIAL DAY WEEKEND.

AFTER WE'VE ALREADY GRADUATED STUDENTS, WHICH I THINK IS WEIRD [LAUGHTER] IN AUSTIN.

SO CONGRATULATIONS TO ALL OF OUR KIDS THAT MADE IT A STATE FINALIST.

WE TYPICALLY HONOR THEM AT THE BEGINNING OF NEXT YEAR WHEN THEY COME IN.

GETTING TWO SCHOOLS IN IS AMAZING. LAKEVIEW CENTENNIAL AND HUDSON MIDDLE SCHOOL WILL BOTH BE PERFORMING AT THE MUSIC FOR ALL FESTIVAL IN INDIANAPOLIS.

THEY HAVE A DEI DEPARTMENT. THEY DO. THEY'RE NOT PROVIDING US DEI SERVICES.

THEY'RE NOT DOING ANYTHING DEI WITH RESPECT TO US.

BUT UNDER THIS, THE CONTRACT COULD BE TERMINATED JUST BECAUSE THEY HAVE A DEI DEPARTMENT.

NOW, WHAT IS INTERESTING IS OUR CURRENT POLICY, WHICH IS IN FNA LEGAL, CLEARLY STATES A PUBLIC SCHOOL STUDENT

A STUDENT SHALL NOT BE REQUIRED, ENCOURAGED, OR COERCED TO ENGAGE IN OR REFRAIN FROM SUCH PRAYER OR MEDITATION DURING THE SCHOOL DAY ACTIVITY. BUT IT'S NOT LIMITED TO CHRISTIAN PRAYER. IT WOULD BE OPEN TO EVERY SINGLE PRAYER THAT WANTS TO PRAY.

DURING THAT TIME, WE WOULD HAVE TO ORGANIZE, OPT IN AND OUT OPT OUT FORMS FOR ALL KIDS WANTING TO GO TO DIFFERENT CLASSES.

WE WOULD HAVE TO ENSURE ADULTS WOULD WANT TO LEAD THOSE CLASSES.

THERE MAY BE SOME CLASSES THAT PEOPLE ARE NOT FEELING COMFORTABLE WITH.

IT IS A BIG LOGISTICAL THING THAT IS BEING ASKED.

THEN WE WOULD HAVE TO CARVE OUT AT LEAST MAYBE 15 20 MINUTES A DAY, NOT ONLY FOR THE SECTION OF PRAYER, BUT FOR TRANSITION TIME AND GET THEM BACK FROM ALREADY TIGHT INSTRUCTIONAL TIME.

SO WITH THAT, SINCE WE ALREADY HAVE A WELL ESTABLISHED RIGHTS TO ENGAGE IN RELIGIOUS EXPRESSION ON SCHOOL GROUNDS.

BEFORE, DURING AND AFTER SCHOOL. WE ALREADY HAVE POLICIES AND PRACTICES IN PLACE THAT ALLOW STUDENTS TO EXERCISE THOSE RIGHTS.

WE ALSO HAVE STUDENTS THAT ARE FREE TO CONTINUE EXERCISING THESE RIGHTS REGARDLESS OF SENATE BILL 11.

WE ARE ASKING THE BOARD AND RECOMMENDING TO THEM THAT WE DECLINE TO ADOPT A RESOLUTION PURSUANT TO SENATE BILL 11.

LOGISTICALLY, IT IS NOT FEASIBLE AND THE RIGHTS ARE ALREADY PROTECTED FOR OUR STUDENTS WITHIN THEIR WALLS.

BUT WE DID EVERYTHING AFTER SCHOOL FCA MET BEFORE SCHOOL AND YOUNG LIFE MET AFTER SCHOOL, AND THERE WAS PLENTY OF OPPORTUNITY DURING THE DAY TO TALK TO KIDS ABOUT WHAT YOU BELIEVE AND DON'T BELIEVE. I KNOW THIS HAVING JUST SERVED MY 9TH YEAR, ALL NINE YEARS THAT I'VE BEEN ON THIS BOARD, I WAS ELECTED TO DO THINGS TO HELP EDUCATE THE KIDS.

AND ON ALL NINE YEARS THAT I'VE BEEN ON THIS BOARD, I'VE HEARD FROM TEACHERS THAT THEY JUST NEED MORE TIME IN THE CLASSROOM AND IN INSTRUCTION. SO WITH THE POLICY THAT DOCTOR LOPEZ HAS JUST GONE OVER.

YOU KNOW, I FEEL VERY STRONGLY ABOUT MY FAITH, BUT AT THE SAME TIME, I KNOW WHAT WE WERE ELECTED TO DO.

AND I KNOW WHAT THE SCHOOL DAY IS SET ASIDE TO DO, AND I THINK THERE'S PLENTY OF OPPORTUNITY FOR PEOPLE TO EXERCISE THEIR CONSTITUTIONAL RIGHT TO PURSUE ANY RELIGION THAT THEY WANT. I PREFER THE POLICY THAT WE CURRENTLY HAVE ON THE BOOKS, AND I FEEL VERY STRONGLY THAT IT DOES NOT RESTRICT ANY EXERCISE OF FAITH IN ANY WAY, SHAPE OR FORM.
