TONIGHT, ITEM A, SYDNA GORDON BOARD ROOM MEETING ROOM RENAMING CEREMONY.

MR. WHEELER. PRESIDENT BEACH, BOARD OF TRUSTEES, DR. LOPEZ. ON DECEMBER 15TH, 2025, THE GARLAND ISD BOARD OF TRUSTEES APPROVED THE NAMING OF THE HARRIS HILL BOARD ROOM IN HONOR OF SYDNA GORDON. THIS DISTINGUISHED RECOGNITION REFLECTS MRS. GORDON'S LASTING LEGACY OF SERVICE, LEADERSHIP AND UNWAVERING COMMITMENT TO THE STUDENTS, STAFF AND FAMILIES OF GARLAND ISD.

I FEEL IT WILL BE FITTING TO READ WHAT IS ON THE PLAQUE THAT WILL ADORN THE BUILDING FOR YEARS TO COME.

I THINK VICE PRESIDENT JOHNSON, WERE YOU GOING TO READ THAT? OR DO YOU WANT ME TO READ THAT? OKAY.

MRS. SYDNA GORDON SERVED ON THE GISD SCHOOL BOARD FOR 15 YEARS, INCLUDING THREE TERMS AS BOARD PRESIDENT.

DURING HER TENURE, SHE USED HER SKILLS AND ACUMEN AS A PRACTICING ATTORNEY TO HELP GUIDE THE DISTRICT THROUGH THE SHIFTING SANDS OF THE SCHOOL, FINANCE, LITIGATION, AND CONSTANTLY CHANGING FUNDING MECHANISMS IN THE 1980S AND 90S.

SHE ALSO SAW THE END OF GARLAND'S PERIOD OF SKYROCKETING POPULATION GROWTH, AND HELPED POSITION THE DISTRICT TO SUCCEED WITH A NEW MODEL LESS DEPENDENT ON CONSISTENT STUDENT POPULATION INCREASES. WHILE SERVING ON THE BOARD, SYDNA HELPED ELEVATE GISD AT THE STATE AND REGIONAL LEVEL BY SERVING ON THE EXECUTIVE COMMITTEE OF THE NORTH TEXAS AREA SCHOOL BOARDS FOR SIX YEARS AND AS A TEXAS ASSOCIATION OF SCHOOL BOARDS TRUSTEE FOR SIX YEARS, INCLUDING STATEWIDE OFFICE AS SECRETARY TREASURER FOR THE 1997-1998 ACADEMIC YEAR.

SHE WAS TASKED BY THE TEXAS EDUCATION AGENCY TO SERVE ON THE TEXAS SCHOOL IMPROVEMENT INITIATIVE IN THE 1991-1992 ACADEMIC YEAR.

SHE WAS ALSO SELECTED BY THE UNIVERSITY INTERSCHOLASTIC LEAGUE TO SERVE ON THE UIL STATE EXECUTIVE COMMITTEE FROM 1996 THROUGH 1999.

PERHAPS EVEN MORE SIGNIFICANT THAN HER PERIOD OF SERVICE TO THE GISD AS A TRUSTEE IS MRS. GORDON'S CONTINUED COMMITMENT TO THE DISTRICT AND COMMUNITY AFTER SHE LEFT ELECTED OFFICE.

MRS. GORDON HAS CHAIRED OR SERVED ON DOZENS OF CITIZEN COMMITTEES, INCLUDING, BUT NOT LIMITED TO, THE KIWANIS CLUB OF GARLAND, PRESIDENT. MAIN STREET GARLAND EXECUTIVE WOMEN OF DALLAS, WHERE SHE ALSO SERVED AS PRESIDENT.

ROWLETT CHAMBER OF COMMERCE, DIRECTOR, GARLAND CHAMBER OF COMMERCE DIRECTOR, GARLAND BUSINESS AND EDUCATION COALITION.

GARLAND ECONOMIC DEVELOPMENT AUTHORITY, WHERE SHE SERVED AS DIRECTOR. HOPE CLINIC AS A DIRECTOR, AND THE NEW BEGINNING CENTERS OF GARLAND AS A DIRECTOR.

SHE ALSO CONTINUED TO DIRECTLY SERVE THE INTERESTS OF THE STUDENTS, FACULTY AND STAFF AT THE GISD THROUGH YEARS OF SERVICE ON THE GARLAND ISD EDUCATION FOUNDATION, FORMERLY THE BEST EDUCATION FOUNDATION, WHERE SHE SERVED ON THE BOARD OF DIRECTORS.

SHE HAS ALSO SERVED THE GISD COMMUNITY BY BEING A COMMITTEE MEMBER ON ALL MAJOR BOARD PROPOSALS AND THE VOTE YES GARLAND ISD PACK IN SUPPORT OF THE RECENTLY PASSED PROPOSITION A. TIME AND WORK ETHIC ARE NOT THE ONLY CONTRIBUTIONS MRS. GORDON HAS MADE. BOTH SHE AND HER HUSBAND, DON, HAVE DONATED HUNDREDS OF THOUSANDS OF DOLLARS TO BOTH THE GISD EDUCATION FOUNDATION AND HOPE CLINIC. SHE HAS BEEN HONORED AS A DISTINGUISHED ALUMNUS OF HER ALMA MATER, EAST TEXAS A&M UNIVERSITY, WHERE SHE HAS ALSO THE HONOR OF SERVING AS DIRECTOR OF THE ALUMNI ASSOCIATION.

BUT MRS. GORDON'S ULTIMATE PRIDE IS FOUND IN THE OUTSTANDING ALUMNUS AWARD RECEIVED FROM HER BELOVED GARLAND HIGH SCHOOL IN 2010.

FROM HER YEARS OF SERVICE ON THE SCHOOL BOARD AND HER UNPARALLELED COMMUNITY LEADERSHIP.

AFTER LEAVING THE SCHOOL BOARD, MRS. SYDNA GORDON HAS PROVIDED THE ENTIRE COMMUNITY WITH A MASTER CLASS IN SERVANT LEADERSHIP AND LEFT AN ENDURING LEGACY CHARACTERIZED BY DYNAMIC LEADERSHIP, UNWAVERING DEDICATION, AND A DEEP COMMITMENT TO FOSTERING GROWTH AND EXCELLENCE IN OTHERS.

THE ADVICE THAT WE HAVE HERE FOR YOU TODAY, AND GOD BLESS YOU.

AND THIS BOARD, AS ALL THE BOARDS DO, I KNOW, HAVE YOUR CHALLENGES, BUT YOU DO SUCH GOOD WORK, AND I THANK YOU AND ALL OF THE STAFF, AS WELL AS THE TEACHERS, THE STUDENTS, THEIR PARENTS AND THE COMMUNITY, WHICH ALWAYS STEPS UP AND PASSES THE BOND ELECTIONS.

AND NOT EVERY DISTRICT HAS THAT HAPPEN. AND THAT IS SO PRECIOUS FOR US.

I COME TO YOU THIS EVENING TO INTRODUCE YOU NOT A NEW MEMBER OF OUR TEAM, BUT SOMEONE WHO HAS MOVED INTO A DIFFERENT POSITION ON OUR TEAM. DIRECTOR OF IMPACT SYSTEMS AND PERFORMANCE IN THE HUMAN RESOURCES DEPARTMENT, KENNETH PIERCE. KENNETH, WILL YOU COME FORWARD WHILE I READ YOUR BIO? KENNETH HAS SERVED IN GARLAND ISD IN MULTIPLE LEADERSHIP ROLES, INCLUDING CAMPUS ADMINISTRATOR, STUDENT SUCCESS ADMINISTRATOR, AND ASSISTANT DIRECTOR OF STUDENT SERVICES.

PRIOR TO JOINING GARLAND ISD, HE HAS SERVED BOTH AS A MIDDLE SCHOOL PRINCIPAL AND A HIGH SCHOOL PRINCIPAL.

THROUGHOUT HIS TIME IN GARLAND ISD, HE HAS WORKED TO STRENGTHEN STRUCTURES AND PROCESSES THAT ALLOW EDUCATORS TO FOCUS ON STUDENTS. AS THE DIRECTOR OF IMPACT SYSTEMS AND PERFORMANCE.

HIS ROLE DRIVES DISTRICT SUCCESS BY ALIGNING EDUCATOR EFFECTIVENESS WITH INITIATIVES THAT FOSTER SAFE, HIGH QUALITY LEARNING ENVIRONMENTS. FOCUSING ON THE IMPACT FRAMEWORK, KENNETH OVERSEES THE DESIGN AND CONTINUOUS IMPROVEMENT OF STRATEGIC COMPENSATION AND ENHANCED TEACHER INCENTIVE ALLOTMENT, ENSURING PERFORMANCE MANAGEMENT SYSTEMS DIRECTLY TRANSLATE TO STUDENT PERFORMANCE.

BORN AND RAISED IN GARLAND, KENNETH CONSIDERS GARLAND HIS HOMETOWN AND REMAINS DEEPLY COMMITTED TO SERVING IT WELL.

FAMILY IS CENTRAL TO KENNETH'S LIFE. HE AND HIS WIFE, ROBIN, ARE THE PROUD PARENTS OF FOUR CHILDREN WHO ATTEND TWO AT TEXAS A&M UNIVERSITY AND TWO AT THE UNIVERSITY OF TEXAS.

I HEARD THAT AT AUSTIN. HIS WORK IN EDUCATION IS DEEPLY SHAPED BY HIS ROLE AS A FATHER, AND HIS CONVICTION THAT WHAT WE DO FOR STUDENTS EXTENDS BEYOND THE CLASSROOM, SHAPING FAMILIES AND FUTURE GENERATIONS.

AS KENNETH SHARES WITH US, WHEN WE HELP A STUDENT SUCCEED, WE'RE INVESTING IN A FAMILY'S FUTURE, AND THAT IMPACT REACHES FAR BEYOND WHAT WE MAY EVER SEE.

I'M FILLING IN FOR DIRECTOR OF SECURITY MARK QUINN THIS EVENING AND PRESENTING THE INTRUDER DETECTION AUDIT REPORT.

THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STAFF AND STUDENTS SAFE EVERY DAY.

THE TEA AND REGION 10 RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP THE DISTRICT IDENTIFY.

HELP THE DISTRICT IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR OUR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT'S SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES. THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDIT IS JUST ONE OF THE MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SAFETY AND SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN THE EXECUTIVE SESSION AND WITH THE SAFETY AND SECURITY COMMITTEE.

RECEIVE A PRESENTATION ON THE BOND 2023 NEW MEMORIAL PATHWAY ACADEMY / MANUEL AND MARIA VALLE.

STUDENT SERVICES CENTER PROGRAM UPDATE. MR. FERNANDEZ.

THANK YOU. PRESIDENT BEACH, MEMBERS OF THE BOARD, DR.

LOPEZ. WE'RE HERE TONIGHT TO CIRCLE BACK WITH THE BOARD.

WE PRESENTED THIS SCHEMATIC DESIGN SEVERAL MONTHS BACK.

WE ARE WELL INTO THE PROGRESS OF DESIGNING THIS FACILITY.

AND THE BOARD AT THE TIME HAD ASKED US TO COME BACK AND TO SHARE WITH YOU SOME OF THE MINOR MODIFICATIONS THAT WE HAVE DONE SINCE PROVIDING YOU A SCHEMATIC DESIGN. WE'VE INVITED GLENN PARTNERS, WHO IS THE DESIGN FIRM OF RECORD, TO COME HERE TONIGHT AND TO PRESENT TO YOU SOME OF THE FEATURE SETS THAT ARE GOING TO SERVE AS AN ENHANCEMENT TO THIS FACILITY.

SO WITH THAT, I WANT TO TURN IT OVER TO PATRICK GLENN, WHO IS THE PARTNER WITH GLENN PARTNERS.

SCHEDULE UPDATE AND COST UPDATE. DURING THE PROGRESSION OF DESIGN, WE'VE EXPERIENCED A FEW CHALLENGES AS IT RELATES TO CONSTRUCTION COSTS, AND WE'VE WORKED CLOSELY WITH JAVIER AND NICK ON RECOMMENDING A SERIES OF REDUCTIONS TO GET THE COST ESTIMATE BACK DOWN TO A COMFORTABLE BUDGET. AND I'M GOING TO HAVE MY COLLEAGUE, DAN HOLT HERE ACTUALLY WALK YOU THROUGH THE SCHEDULE UPDATE AND THOSE SERIES OF RECOMMENDATIONS. AND THEN WE'LL OPEN UP FOR ANY QUESTIONS THAT YOU MIGHT HAVE. SO, DAN.

AS PATRICK SAID, I'LL GIVE YOU A QUICK UPDATE ON THE SCHEDULE FIRST.

WE ARE CURRENTLY WRAPPING UP DESIGN. WE ISSUED FOR OUR SITE PERMIT A COUPLE WEEKS AGO, AND IT'S CURRENTLY UNDER REVIEW WITH THE CITY, AND WE'RE EXPECTING TO ISSUE THE BUILDING PERMIT SET TO THE CITY IN ABOUT THREE WEEKS.

SO ALL THAT BEING SAID, WE'RE STILL KIND OF ON TRACK.

CONSTRUCTION SHOULD KICK OFF LATE SUMMER AND WE SHOULD WRAP UP CONSTRUCTION OR CORE CONSTRUCTION SHOULD BE WRAPPING UP AROUND DECEMBER OF 2027.

GOING THROUGH SOME OF THE COST UPDATES, AS PATRICK WAS SAYING, WE DID SOME SCOPE OPTIONS TO KIND OF HELP BRING DOWN THE BUDGET A LITTLE BIT.

SO THE FOUR BIG ITEMS WE'D LIKE TO DISCUSS TODAY ARE LISTED HERE.

WE'VE REDUCED SOME SQUARE FOOTAGE IN THE MEMORIAL PATHWAY ACADEMY, AS WELL AS STUDENT SERVICES, AND MADE SOME SMALL BUILDING CHANGES WE'D LIKE TO GO THROUGH WITH YOU.

ALSO WENT OVER SOME SMALLER KIND OF MINOR UPDATES, BUT THOSE WERE MINOR IN NATURE THAT PROBABLY WOULDN'T.

DIDN'T FEEL LIKE. IT WAS DISCUSSED TODAY. SO ALL IN ALL, THAT GOT US DOWN TO A COMFORTABLE NUMBER.

SO WE'RE GOING TO GO THROUGH WHAT SOME OF THOSE CHANGES LOOK LIKE.

FOR MEMORIAL PATHWAY, WE CAME UP WITH AN IDEA TO REDUCE ONE CLASSROOM FROM THE NEWCOMER MIDDLE SCHOOL, NEWCOMER HIGH SCHOOL AND NONTRADITIONAL HIGH SCHOOL. THEIR EXISTING BUILDING HAD 30 CLASSROOMS AND OUR PREVIOUS DESIGN HAD 31 TOTAL CLASSROOMS.

SO AS WE CUT THREE OFF THE BUILDING WING TO HELP REDUCE BUILDING SQUARE FOOTAGE, THAT GOT US DOWN TO 28 CLASSROOMS. WE RAN THIS BY THE ADMINISTRATIVE STAFF AT MEMORIAL PATHWAY, AND THEY SEEM TO BE COMFORTABLE WITH THOSE WITH THOSE CHANGES.

SIMILARLY, AT THE STUDENT SERVICES CENTER, WE LOOKED AT KIND OF HOW WE CAN TIGHTEN UP SOME OF THE BUILDING FOOTPRINT TO HELP REDUCE SOME OF THOSE COSTS.

AND ON THE FIRST FLOOR, WE HAD SOME MODIFICATIONS TO THE FACE DEPARTMENT, WHICH WE KIND OF CREATED SOME PRIVATE OFFICES AND TRANSITIONED THOSE INTO OPEN CONCEPT OFFICES FOR CUBICLES.

AND ON THE SECOND LEVEL, WE TOOK A SIMILAR BEHAVIOR AND ATTENDANCE AND BEHAVIOR AREA AND TOOK SOME PRIVATE OFFICES AND ALSO MADE THOSE INTO OPEN CUBICLE OFFICES AS WELL.

SO OVERALL, THOSE TWO IDEAS GOT US TO ABOUT 5000FT² REDUCTION, WHICH KIND OF HELPED US GET US BACK INTO THE BALLPARK OF WHERE WE SHOULD HAVE BEEN OR SHOULD BE. AND SO WE HEARD FROM SEVERAL SCHOOL LEADERS IN REGION 10 AND REGION 11 WHO ALSO WERE PARENTS THEMSELVES OF SPECIAL EDUCATION STUDENTS ABOUT THE RAPID CHANGES AND SPED AND HOW WE AS BOARDS SHOULD LOOK AT THINGS FROM A DIFFERENT LENS.

AND THEY TALKED ABOUT IT FROM THE STANDPOINT THAT SPED IS A SHARED RESPONSIBILITY AND NOT A SEPARATE SYSTEM.

THEY'RE BOTH ON IT RIGHT NOW. THE REASON THIS PICTURE TO ME IS SO SPECIAL IS THIS IS A FOREST IN THE AMAZON JUNGLE OVER FOUR HOURS FROM THE NEAREST AIRPORT. THIS IS A PROTECTED FOREST BY THE BRAZILIAN GOVERNMENT WITH A FRENCH CONGLOMERATE THAT DOES FORESTING.

BUT EVERY TIME THEY TAKE OUT A TREE, THEY REPLACE MULTIPLE TREES.

SO THIS FOREST WILL EXIST FOREVER. THE WORD IS CALLED SUSTAINABILITY.

AS WE LOOK TO THE FUTURE OF OUR EARTH AND OUR PLANET AND OUR KIDS THAT WE TEACH, IF WE CAN SOMEHOW FIGURE OUT, AS TRAMMELL CROW SAID, AND HE SAID, IF TEXAS TURNS GREEN, THE NATION WILL TURN DARK GREEN, QUOTE UNQUOTE, FROM TRAMMELL CROW. THAT'S WHAT THIS PICTURE IS.

THE KIDS LOOKED LIKE THEY WERE A LITTLE STRESSED BY GOING TO THE COMPETITIONS, BY AND LARGE, SOME GOOD MUSIC COULD BE HEARD THROUGHOUT THE HALLWAYS IN BRANDENBURG.

I ALSO HAD THE DISTINCT PLEASURE OF GOING TO SEE THE WYLIE EAST JAZZ FESTIVAL, WHERE WE HAD A COUPLE OF.

ACTUALLY THREE BANDS PARTICIPATING. WE HAD SACHSE HIGH SCHOOL'S JAZZ BAND THAT WAS THERE ALONG WITH AUSTIN ACADEMY AND HUDSON JAZZ, AND ALL OF THEM JUST DID TREMENDOUS. AND I WAS VERY PLEASED ABOUT LISTENING.

AND IT'S GREAT JAZZ PERFORMANCES THROUGHOUT THE DAY AT THAT PARTICULAR EVENT.

AND THEN LAST, I THINK IT'S INTERESTING, WE HAVE A PAMPHLET FOR EDUCATION IS FREEDOM.

AND IT WAS MY DISTINCT HONOR TO ACTUALLY ATTEND THE EDUCATION IS FREEDOM BANQUET LAST WEEK DOWN AT THE FRONTIERS OF FLIGHT MUSEUM.

EDUCATION IS FREEDOM IS A FANTASTIC ORGANIZATION THAT TAKES INDIVIDUAL STUDENTS AND THEN BASICALLY IDENTIFIES THEM BASED ON NOMINATIONS FROM FACULTY MEMBERS AS PEOPLE WHO HAVE POTENTIAL TO SHOW REAL GROWTH IN COLLEGE.

AND SO THEY GET THEM AND THEY COACH THEM UP ON COLLEGE SELECTION, HELP THEM WITH ESSAYS, HELP THEM WITH ALL THESE THINGS THAT YOU NEED TO KNOW THAT NOBODY TEACHES YOU GOING INTO HIGH SCHOOL AND HOW TO BECOME A COLLEGE APPLICANT.

AND IT IS A MYRIAD OF THINGS YOU HAVE TO KNOW NOW.

IT IS NOT LIKE I JUST WROTE A ONE PAGE APPLICATION TO UT AND SENT IT IN LIKE YOU'RE IN.

I WAS LIKE, THAT WAS AWESOME. AND NOW IT'S THIS EIGHT MONTH SIEGE OF FORMS, ESSAYS, AND WORK THAT THESE STUDENTS HAVE TO GO THROUGH. WELL, EIF REALLY HELPS THEM OUT AND STREAMLINES THE PROCESS.

AND THEY DO THAT FOR STUDENTS ALL THROUGHOUT THE METROPLEX AREA, AND THEY WORK WITH SEVERAL DISTRICTS.

WE ARE PROUD TO BE A DISTRICT THAT WORKS WITH EIF, AND WE HAD A NUMBER OF STUDENTS THAT WERE EIF SCHOLARS THIS YEAR.

AND IT WAS A TREMENDOUS EVENING DOWN IN DALLAS.

AND I REALLY APPRECIATE BEING DOWN THERE. AND I APPRECIATE EVERYTHING THEY DO AND COMMIT PARTNERSHIP DOES FOR THE DISTRICT.
