WELCOME BACK. SCHOOL STARTS ON MONDAY AND THERE IS LOTS OF EXCITEMENT.

I KNOW THAT SO MANY PEOPLE.

SO MANY PEOPLE HAVE BEEN DOING SO MUCH.

WE REALIZE THERE IS A LOT TO BE DONE.

WE REALIZE THAT WE HAVE STUDENTS THAT NEED US.

[APPLAUSE] THAT'S HER DIRECT SUPERVISOR, IT HAS BEEN MY DISTINCT PLEASURE TO WORK WITH NURSE K, AS WE LOVINGLY CALL HER OVER THE PAST THREE YEARS.

AS YOU ALL KNOW, GARLAND ISD PLACES TREMENDOUS VALUE ON THE POWER OF SCHOOL NURSES, GUARANTEEING TO OUR FAMILIES AND STAFF THAT EVERY SCHOOL IS STAFFED BY A REGISTERED NURSE. AND THE SUCCESSFUL WORK AND DEDICATION OF THESE NURSES IS SUSTAINED AND FUELED DAILY BY THEIR LEADER, OUR DIRECTOR OF HEALTH SERVICES.

LAST YEAR IN A YEAR THAT WAS SO OFTEN DEFINED BY A GLOBAL PANDEMIC.

NURSE K WAS INSTRUMENTAL IN HELPING GARLAND ISD COMMUNITY SAFELY RETURN TO SCHOOL, TO WORK AND TO SOME SEMBLANCE OF NORMALCY.

UNDER HER LEADERSHIP, WE IMPLEMENTED METICULOUS REOPENING GUIDELINES THAT ALLOWED STUDENTS AND STAFF TO RETURN TO IN-PERSON LEARNING.

RENEE AND OUR NURSING TEAM CONTACT TRACED, QUARANTINED, RAPID TESTED, FACILITATED VACCINATION DRIVES AND HELPED ALL OF US FIND VACCINES.

THE PARTNERSHIPS THAT SHE HAS CULTIVATED WITH OUR GARLAND AND DALLAS HEALTH DEPARTMENTS, AS WELL AS WITH PROVIDERS ACROSS THE METROPLEX, ALLOWED US TO BE AGILE IN MONITORING AND RESPONDING TO CURRENT HEALTH NEEDS.

RENEE IS THE GO TO FOR GARLAND ISD FOR ADVICE, RECOMMENDATIONS AND WISDOM.

SHE'S BEEN DUBBED BY MANY THE MVP OF COVID-19.

AND IF LAST YEAR WAS ONLY ABOUT HOW RENEE MET EVERY COVID RELATED CHALLENGE, SHE WOULD BE A SUPERSTAR. BUT HER WORK EXTENDS FAR BEYOND THAT SCOPE AND HAS NOT BEEN DETERRED BY THE PANDEMIC. RENEE IS A SERVANT LEADER, A COLLABORATOR AND A NETWORK BUILDER.

SHE ESTABLISHED OUR FIRST EVER GARLAND ISD MEDICAL CONSULTANT PARTNERSHIP WITH ONE BENEFIT BEING THAT ALL GARLAND ISD CAMPUSES NOW HAVE STOCK EPI PENS FOR EMERGENCY USE AND COLLABORATION WITH THE AMERICAN DIABETES ASSOCIATION THAT RESULTED IN THE HEALTHY KIDS HEALTHY FAMILIES PROGRAM BEING NATIONALLY RECOGNIZED AND AS AN EXEMPLAR PROGRAM.

AND AS WE MOVE TO HEAVILY VIRTUAL WORKING CONDITIONS, NURSE RENEE LED THE WAY BY BECOMING GOOGLE EDUCATOR CERTIFIED AND HELPED HER NURSES GET GOOGLE PROFICIENT AS WELL.

SHE SERVES THROUGH HER LEADERSHIP, HER EXAMPLE AND HER RELENTLESS PURSUIT OF EXCELLENCE.

THERE ARE MANY WAYS I CAN DESCRIBE WHY RENEE CASSOPOLIS IS THE ICON FOR EXCELLENCE AND GARLAND ISD.

SHE IS SPECIAL. SHE IS UNSTOPPABLE.

SHE'S A ROLE MODEL AND ENCOURAGER AND A FIERCE ADVOCATE.

GARLAND ISD IS HEALTHIER, SAFER AND BETTER CARED FOR BECAUSE RENEE KOTSOPOULOS IS OUR DIRECTOR OF HEALTH SERVICES.

IT IS MY PROFOUND JOY TO HONOR HER AS EVIDENCE OF EXCELLENCE IN ACTION.

I COULD NOT DO WHAT I DO IF IT WASN'T FOR THEIR SUPPORT AND NOT ONLY FOR THEIR SUPPORT, BUT THE PREDECESSOR THAT WAS BEFORE ME.

SHE WAS AN ICON IN THIS DISTRICT.

SHE TAUGHT ME WHAT IT MEANT TO BE A GREAT LEADER AND TO FOLLOW MY HEART AND TO FOLLOW MY PASSION. AND MY PASSION IS STUDENTS AND CHILDREN.

SO I WANT TO SAY ON BEHALF OF THE GRIEF SENSITIVE SCHOOL INITIATIVE AND TO PRESIDENT MILLER, SUPERINTENDENT LOPEZ, HONORED BOARD MEMBERS, THANK YOU FOR YOUR PARTNERSHIP.

WHEN I SAY PARTNERSHIP, I DON'T TAKE THAT LIGHTLY BECAUSE THIS WAS A LONG ENDEAVOR WITH THE RESPONSIVE SERVICES TEAM AND ALL OF THE COUNSELORS TO ROLL OUT AN INAUGURAL PROGRAM THAT HELPS TO EDUCATE YOUR TEACHERS, YOUR COUNSELORS, YOUR ADMINISTRATORS ON GRIEF.

AND IT'S AN ISSUE THAT IS PREVALENT AND EVER GROWING.

AND UNBEKNOWNST TO US, WE WERE GOING TO BE FACING A LOT MORE GRIEF WITH THE PANDEMIC, YOU KNOW, A COUPLE OF YEARS LATER WHEN WE ROLLED THIS OUT AT THE BEGINNING OF 2019.

AND SO, YOU KNOW, THE ISSUE IS, IS YOUR TEACHERS PROBABLY HAVE SOMEONE IN THEIR CLASS WHO'S DEALT WITH GRIEF, A LOST A PARENT, LOST A SIBLING AND THE TEACHERS MAY NOT KNOW HOW TO TALK TO THEM.

AND THAT'S WHAT THIS PROGRAM WAS BUILT TO DO, IS TO HELP EDUCATE AND PROVIDE RESOURCES TO YOUR TEACHERS, TO YOUR COUNSELORS, SO THAT THEY COULD MORE EFFECTIVELY HELP THEM THROUGH THEIR TOUGH TIMES.

AND IF YOU IF YOU SURVEY ADMINISTRATORS ACROSS THE COUNTRY, ONLY ABOUT 10 PERCENT OF THEM SAY THEY'VE EVER BEEN TRAINED.

BUT NOW, THROUGH THE EFFORTS OF THE RESPONSIVE SERVICES TEAM, ONE HUNDRED PERCENT OF YOUR CAMPUSES HAVE BEEN TRAINED ON THE GRIEF SENSITIVE PROCESS, ON THE GRIEF SENSITIVE RESOURCES THAT ARE AVAILABLE.

AND THAT PUTS YOU IN THE TOP FIVE PERCENT OF THE DISTRICTS ACROSS THE COUNTRY.

WHAT THE INITIATIVE IS, IS IT'S REALLY JUST TO PROVIDE AWARENESS OF THE ISSUE, TO MAKE SURE PEOPLE KNOW THAT THIS IS SOMETHING NOT TO TAKE LIGHTLY.

BECAUSE IMAGINE YOU'RE A KID WHO JUST LOST THEIR FATHER, LOST THEIR MOTHER OR BROTHER.

THE TURMOIL THAT'S HAPPENING IN YOUR HEAD, YOUR HEART, IN YOUR CLASSES AND THE DISRUPTION THAT MIGHT BE GOING ON INSIDE AND IT MIGHT BE MISDIAGNOSED AS, HEY, THIS IS A PROBLEM, KID, WHEN THEY'RE REALLY JUST TRYING TO DEAL WITH GRIEF.

AND NOW YOUR TEACHERS, YOU KNOW, ARE BETTER EQUIPPED AND MORE CONFIDENT IN HELPING THEM TO DEAL WITH THIS. YOU SEE THE FOUNDING MEMBERS THERE ON THE RIGHT.

THAT'S WHAT ENABLED US TO PARTNER WITH YOU GUYS, IS THE STRENGTH OF THE THE PARTNERS THAT WE HAVE WITH THIS PROGRAM, MOST NOTABLY THE NATIONAL CENTER FOR SCHOOL CRISIS AND BEREAVEMENT, PARTNERED WITH THE NEW YORK LIFE FOUNDATION TO CREATE THIS GRIEF SENSITIVE SCHOOL INITIATIVE, WHICH WE ROLLED OUT.

AND I'LL TELL YOU, OUT OF ALL THE UNITED STATES, THERE'S ONLY ONE DISTRICT, ONE SCHOOL DISTRICT LARGER THAN GARLAND WHO'S ENDORSED THIS ACROSS THE NATION.

THAT'S MIAMI-DADE.

YOU GUYS ARE THE SECOND LARGEST DISTRICT IN THE NATION WHO WHO'VE ENDORSED THIS.

AND IT MADE MY LIFE SO MUCH EASIER BECAUSE INSTEAD OF HAVING TO GO TO EACH OF YOUR SEVENTY TWO CAMPUSES AND ASK THE PRINCIPAL TO ROLL THIS OUT, AND I JUST WENT TO TIFFANY AND DR. OLSEN AND ASKED THEM, HEY, DOES THIS SEEM LIKE IT'S A GOOD PROGRAM? THEY IMMEDIATELY ENDORSED IT.

AND YOU GUYS BECAME THE SECOND DISTRICT IN THE U.S.

THEY WILL GO THROUGH A TWO YEAR EXPERIENCE, PERSONAL LEADERSHIP, LEARNING ABOUT LEADERSHIP DEVELOPMENT PRACTICES FROM GREAT ORGANIZATIONS SCHOOL DISTRICTS AND ALSO THE PRIVATE SECTOR, AND START TO THINK ABOUT THE LEADERSHIP PIPELINE HERE AND THE TYPE OF SYSTEM THEY ULTIMATELY WANT TO CREATE AND BUILD.

AND THEN YOU SEE IN THE MIDDLE OF THE SLIDE THE CAMPUS LEADERSHIP PROGRAM.

SO THIS IS A SIMILARLY A TWO YEAR INTENSIVE EXPERIENCE FOR PRINCIPALS AND THEIR LEADERSHIP TEAMS. AND OVER TIME, WE AIM TO ENGAGE ABOUT 50 PERCENT OF CAMPUSES IN GARLAND IN THE CAMPUS LEADERSHIP PROGRAM.

DURING THIS PROGRAM, CAMPUSES WILL, LIKE I SAID, GO THROUGH SOME LEADERSHIP DEVELOPMENT, SOME PERSONAL LEADERSHIP DEVELOPMENT PRINCIPAL'S WILL GO THROUGH EXECUTIVE COACHING.

AND THEY WILL ALSO SELECT A PROBLEM OF PRACTICE RELATED TO STUDENT ACHIEVEMENT TO WORK ON.

AND THAT WILL BE SORT OF THE CENTERPIECE OF THEIR WORK THROUGHOUT THE TWO YEAR EXPERIENCE. AND THE FINAL RECTANGLE AT THE BOTTOM IS DISTRICT SUPPORT.

I MENTIONED EARLIER THAT THE CAMPUSES IN THAT PROGRAM WILL IDENTIFY A PROBLEM OF PRACTICE RELATED TO STUDENT LEARNING AND THEN SORT OF CREATE AND IMPLEMENT A PLAN TO IMPROVE ON THAT OVER THE TWO YEARS THAT THEY'RE IN THAT PROGRAM.

AND WE'VE SEEN SOME REALLY DRAMATIC AND IMMEDIATE LEARNINGS OR EXCUSE ME, GAINS IN LEARNING ON THOSE CAMPUSES RELATED TO THOSE PROBLEMS OF PRACTICE.

SHE CAME BACK HOME TO GARLAND ISD AS A TEACHER AT STEADHAM ELEMENTARY, WHERE SHE TAUGHT NINE YEARS IN VARIOUS GRADES FROM THIRD THROUGH FIFTH GRADE.

MOST RECENTLY, SHE WORKED AS ASSISTANT PRINCIPAL FOR FOUR YEARS AT SHORE HAVEN ELEMENTARY SCHOOL. CINDY ORTIZ WAS BORN AND RAISED IN SAN ANTONIO, TEXAS, AND ATTENDED MIDWESTERN STATE UNIVERSITY IN WICHITA FALLS, WHERE SHE EARNED HER UNDERGRADUATE DEGREE IN 2000.

IN 2013 CINDY EARNED A MASTER'S IN EDUCATIONAL LEADERSHIP FROM LAMAR UNIVERSITY.

SHE AND HER HUSBAND J.J., HAVE BEEN MARRIED FOR 16 YEARS AND HAVE TWO WONDERFUL CHILDREN.

I WAS DELIGHTED TO SEE THE EXCITEMENT ON THE FACES OF THE STAFF MEMBERS THAT WASN'T IN ATTENDANCE AT THAT SESSION, AND THAT WAS HELD AT THE GILBREATH-REED CAREER AND TECH CENTER. THEN I HAD THE OPPORTUNITY TO ATTEND SOMETHING THAT I'M VERY EXCITED ABOUT, AND I'M HOPING THAT WE CAN HAVE SEVERAL OF THESE THROUGHOUT THIS UPCOMING SCHOOL YEAR. IT WAS THE DISTRICT WIDE PARENTAL AND FAMILY ENGAGEMENT SEMINAR THAT WAS HELD AT LAO'S. IT WAS GOOD TO SEE OUR PARENTS AND OUR COMMUNITIES BACK IN ONE OF OUR SCHOOLS.

THERE WAS A FOOD TRUCK IN THE FRONT.

THERE WERE A LOT OF SNACKS AND ACTIVITIES.

I MEAN, I ACTUALLY HAD THE FLATBREAD THAT THEY HAD GIVEN A COOKING DEMONSTRATION CLASS ON. THEY TALKED ABOUT ACADEMIC PATHWAYS.

HOW DO YOU ADVOCATE FOR CHILDREN? AND A VERY SENSITIVE TOPIC THAT THE BOARD MEMBERS UNDERSTAND BECAUSE IT'S REQUIRED TRAINING FOR US.

THEY STARTED TALKING ABOUT TEEN TRAFFICKING AND THE PRESENTER CAME FROM ONE OF THE ADVOCATES CENTERS WITHIN THE DALLAS FORT WORTH AREA.

AND SO I REALLY APPRECIATE TASB FOR PUTTING ON A ROBUST I WAS I DIDN'T KNOW WHAT TO EXPECT IN A KIND OF PANDEMIC ERA SUMMER LEADERSHIP INSTITUTE, BUT IT WAS VERY ROBUST PROGRAM, VERY WELL ATTENDED.

IT'S IT'S ALWAYS, YOU KNOW, THE AMERICAN FLAG AND THE VIETNAMESE FLAG.

AND IT'S JUST TRULY A FUN, FUN EXPERIENCE.

AND SO I ALWAYS LOVE DOING THAT.

SO AND THERE'LL BE A THIRD ANNUAL NEXT JULY RIGHT SMACK IN THE MIDDLE OF THE HEAT, WHICH IS GREAT IN TEXAS.

AND IT'S ALWAYS AMAZING TO ME HOW SMALL GARLAND IS WITH ITS TWO HUNDRED AND SIXTY FOUR THOUSAND PEOPLE THAT YOU GET TO SEE THE PEOPLE THAT YOU SEE IN SCHOOLS AND FROM HOME DEPOT AND YOUR FIST PUMPING THEM WITH THEIR 20 YEAR PINS.

SO THEY JUST DO AN AMAZING JOB AND IT'S JUST HUMBLING.

I DID ATTEND THE SECURITY AND SAFETY MEETING, BUT UNFORTUNATELY ABOUT THE ONLY THING THAT I TOOK FROM IT BEING NEW WAS THAT IT'S AMAZING HOW AMAZING OUR EMPLOYEES ARE, NOT ONLY OUR TEACHERS, BUT OUR MAINTENANCE.

THE WHEN YOU THINK ABOUT HOW IN THE STATE OF TEXAS, WE COULDN'T DO ANYTHING TO SAVE US FROM THE STORMS. RIGHT. BUT GISD, OUR MAINTENANCE CREWS TOOK THE TIME TO DO SO MUCH PRE MAINTENANCE, TO BE ABLE TO SAVE US, TO BE ABLE TO NOT ONLY SAVE MONEY, BE ABLE TO TO MINIMIZE THE DAMAGE WITH ALL THE WORK THAT THEY DID SO THAT WE COULD COME BACK IN AND USE OUR OUR BUILDINGS.

I THINK IT WAS OUR ENGAGEMENT AND COMMUNITY ENGAGEMENT THAT WAS PUTTING IT THROUGH.

THEY GAVE AWAY THREE HUNDRED AND FIFTY BACKPACKS.

THEY HAD THE POOL OPEN AND THEY HAD MUSIC GOING AND IN AND OUT BURGERS.

SO IT GAVE ME A DIFFERENT PERSPECTIVE AND I WAS REALLY APPRECIATIVE OF HAVING THE OPPORTUNITY TO GO THROUGH THAT.

I ALSO HAD A CHANCE TO ATTEND SEVERAL OF THE SESSIONS THAT SOME OF OUR BOARD MEMBERS TALKED ABOUT. BUT I ALSO ATTENDED ONE THAT WAS DONE AND PRESENTED BY MS. GRIFFIN AND MS. GILMORE AS IT RELATES TO RESULTS DRIVEN PK 16 PARTNERSHIP MODEL GARLAND ISD CONNECTS WITH TEXAS A&M COMMERCE.

AND SO I'M ENCOURAGING MY FELLOW TRUSTEES TO KEEP WATCH OUT FOR THOSE PROGRAMS THAT ARE GOING TO BE ALL FOR THE. WE GOT A LOT OF GREAT RESPONSE AND FEEDBACK DURING THE PANDEMIC WHEN WE HAD TO DO ALL OF OUR PROGRAMS VIRTUALLY.

IT GAVE TRUSTEES WHO WOULD NOT NECESSARILY BE ABLE TO ATTEND IN PERSON AN OPPORTUNITY TO CONNECT AND HAVE ACCESS TO THE PROGRAMS THAT WERE OFFERED THIS YEAR.

THE 21-22 PROGRAMS WILL NOT DISAPPOINT.

AND OPTEK BEING THE OTHER ALL THREE ARE MANUFACTURERS THAT ARE IN THE UNITED STATES.

THERE ARE OTHER EMC PRODUCTS THAT ARE OUT THERE THAT ARE A MUCH CHEAPER COST.

BUT AS I WAS TALKING TO SEVERAL SIGN COMPANIES, THEY CAUTION THAT THE LOWER UPFRONT COST BECOMES A PROBLEM BECAUSE A LOT OF THESE MARQUEES FIRST OFF, THE ELECTRONIC MESSAGING CENTER MARQUEES.

EACH ONE OF THEM HAS A PANEL.

SO IT'S NOT WHEN YOU SEE THE DIGITAL DISPLAYS, THEY ALL HAVE A PANEL ON THEM AND EACH PANEL HAS A POWER BOARD.

SO THERE'S A POWER BOARD THAT FEEDS EACH ONE OF THESE.

AND THE FIRST PRODUCT IT'S GOING TO GO OUT IS THE POWER BOARD.

THEY JUST GO OUT THE THEY HAVE TO BE REPLACED.

BUT IF YOU PUT IT CLOSER TO THE STREET, THEN IT LOOKS BLURRY.

SO ALL OF THOSE THINGS ARE TAKEN INTO CONSIDERATION WHEN YOU'RE DOING A MARQUEE A LOT.

SO THE DESIGN OF THE MARQUEE DESIGN OF THE MONUMENT, THE TYPES OF SYSTEMS THAT WE'RE GOING TO USE, ALL OF THESE COME INTO PLAY.

AND SO IN WORKING WITH SPECIFICALLY SOUTH GARLAND HIGH SCHOOL, WE UTILIZED AN ARCHITECTURAL FIRM TO DRAW THIS AND TO PROVIDE THE SPECIFICATIONS FOR THIS.

SO ALL OF THIS WAS DONE WITH THE ASSISTANCE OF A PROFESSIONAL FIRM TO HELP US DECIDE WHAT IS BEST FOR THAT PLACEMENT AT THE PLACEMENT OF THE MARQUEE AND WHAT IS BEST FOR THAT LOCATION AND THE TYPE OF MARKET THAT WE WOULD BE USING.

I MEAN, THE KIND OF THE REASON WHY I'M ASKING IS FOR MY OPINION IF WE'RE BUYING SOUTH GARLAND A MARQUEE, WE PROBABLY ULTIMATELY NEED TO BUY A MARQUEE FOR ALL OF OUR HIGH SCHOOLS. THAT'S JUST COME OUT AND THINKING.

THE HIGH SCHOOL'S EFFECT SO MANY EVENTS GOING ON, SO MANY EVENTS THAT SUPPORT THE MIDDLE SCHOOLS THAT ARE THAT F EED INTO THOSE HIGH SCHOOLS.

I KNOW THAT MY SON'S BAND PLAYS AT THE SACHSE HIGH SCHOOL AND SACHSE HIGH SCHOOL PROMOTES THAT. THEY PUT THAT ON THEIR MARQUEE.

AND SO THE HIGH SCHOOLS ARE KIND OF OUR SHOWCASE.

I NEVER REALLY WASN'T REALLY ALL THAT COMFORTABLE WITH US PAYING FOR ONE SCHOOL AND NOT THE OTHERS. I UNDERSTAND WE'RE REBRANDING SOUTH GARLAND AND THAT'S THE MOTIVATION BEHIND IT. BUT WHEN I LOOK THERE AND I SEE THAT 18000 HOUR DIFFERENCE BETWEEN NUMBER ONE AND NUMBER TWO AND I MULTIPLY THAT BY SEVEN, THAT BECOMES SIGNIFICANT.

AND SO THAT'S KIND OF WHAT I'M LOOKING AT.

I KNOW THIS IS JUST SOUTH GARLAND, BUT I DO BELIEVE IF WE ARE GOING TO GO DOWN THIS ROAD, WE'RE SETTING A STANDARD MAYBE FOR THE OTHER SIX.

AND SO THAT'S KIND OF WHAT I'M THINKING IS IF THIS SMART LED IS FUNCTIONALLY SIMILAR OR EQUIVALENT TO THE TO THE GALAXY GS6 AND IT'S AMERICAN MADE AND WE DON'T HAVE CONCERNS ABOUT THE WARRANTY AND THINGS OF THAT NATURE, THEN I AM CONCERNED ABOUT THAT EIGHTEEN THOUSAND DOLLAR DIFFERENCE MULTIPLYING OVER ANOTHER SIX SCHOOLS POTENTIALLY.

I KNOW THAT'S NOT WHAT YOU'RE HERE FOR, BUT THOSE ARE MY THOUGHTS AND THAT'S WHERE I'M COMING FROM. ANYBODY ELSE, THOUGHTS, COMMENTS.

SO THE DIRECTION THAT YOU NEED FROM THE BOARD THAT YOU'RE LOOKING FOR TONIGHT IS REALLY NOT WHICH SIGN, BUT JUST AN AMOUNT THAT YOU CAN THEN USE TO BUDGET AS YOU GO AND SEEK SOLUTIONS FOR THE MARQUEE FOR SOUTH GARLAND.
