WE MONITOR ALL OF THE DISTRICTS--.

WE PAY ALL THE CELL PHONES.

WE WE DEAL WITH SO MANY DIFFERENT ASPECTS OF SECURITY, SAFETY FOR THE CHILDREN.

WE ARE WORKING EVENTS, WE WORK NIGHT SCHOOL, WE WORK ATHLETIC EVENTS.

SO THERE'S SO MANY DIFFERENT FACETS TO THE SECURITY DEPARTMENT AND THE DISPATCH ITSELF.

WE HAVE 24 HOURS, SEVEN DAY A WEEK DISPATCH, SO WE ARE-- THAT ROOM IS ALWAYS CONSTANTLY UP AND RUNNING. WE'RE MONITORING 24/7.

SO IT REALLY IS WITHOUT FAIL WE'RE UP AND RUNNING.

SURE. [INAUDIBLE] AND IF YOU DON'T MIND COMMENT, IF YOU WILL.

I THINK ONE OF THE MORE FASCINATING THINGS FOR ME IS LIKE IF WE HAVE AN INTRUSION, ESPECIALLY DURING THE OFF HOURS, THAT WE HAVE THE ABILITY TO HAVE THAT ALARM GO OFF AND THEN WE CAN, THROUGH OUR INTERCOM SYSTEM, ACTUALLY SPEAK TO THE PEOPLE THAT ARE IN THE BUILDING THAT AREN'T SUPPOSED TO BE THERE AND JUST KIND OF WALK THROUGH THAT PROCESS FOR ME. WOULD YOU LIKE TO HEAR SEAN TELL MORE, TALK ABOUT IT? HE CAN EXACTLY GO STEP FOR STEP.

GOOD MORNING. LIKE YOU WERE SAYING, PRESIDENT MILLER, THE INTRUSION ALARM SYSTEM IS AWESOME HERE IN GARLAND. SO WHAT HAPPENS IS WHEN SOMEBODY GET IN OUR BUILDING AND THEY TRIPLE ALARM OUR DISPATCH CENTER WOULD GET THAT ALARM, ONCE THAT ALARM COME IN, THEY GIVE US THE ACCESS TO PULL UP OUR CCTVS, SEE WHAT AREA IT IS, BECAUSE THAT IS SO BROKEN DOWN TO THE SPECIFIC AREA OF THE BUILDING.

TECHNOLOGY HAS BROKEN DOWN WELL TO WHERE WE CAN PINPOINT THAT CAMERA TO THAT SIDE OF THE BUILDING TO SEE WHO IS IN THAT BUILDING.

ALSO, IF IT'S A STAFF MEMBER THAT CAME AFTER OURS, WE CAN HAVE THE ACCESS TO SEE THEIR SCAN OF THEIR BADGE.

SO LET'S SAY P.D.

IS CHASING SOMEBODY AND THEY BREAK INTO OUR CAMPUS.

WE CAN ACTUALLY HAVE GARLAND PD PATCH OVER INTO OUR DISPATCH CENTER AND UTILIZE OUR DISPATCHERS TO PULL UP THE CAMERA TO GIVE THEM INFORMATION ON WHERE THEIR INTRUDER MAY BE IN THAT BUILDING. SO WE HAVE MULTIPLE PROGRAMS LIKE A SOUTHWEST DISPATCH PROGRAM.

WE HAVE A GUARD TECH PROGRAM.

WE HAVE WHAT WE CALL GALAXY, WHICH IS THE INTRUSION PROCESS, WOULD LET US KNOW ABOUT THOSE PROPER ALARMS SO WE CAN CALL THE SCHOOL, SAY, HEY, THESE CLASSES WENT OUTSIDE, BUT THEY LEFT THAT DOOR PROP, CAN YOU CLOSE THE DOOR SO WE DON'T GET NO INTRUDERS COMING IN AND OUT OF THAT BUILDING? SO THE INTRUSION PROCESS IS A BIG PROCESS FOR US HERE IN GARLAND. AND SO THANK YOU.

AND NOT TO REALLY BELABOR THE POINT TOO MUCH, BUT I THINK FOR PEOPLE TO UNDERSTAND HOW HUGE THE SCOPE OF THIS IS, WE HAVE THOUSANDS OF DOORS ON OUR BUILDINGS AND WE HAVE MONITORING SYSTEMS SET UP.

SO WE KNOW IF A DOOR IS OPEN OR CLOSED.

AND THEN I THINK WE HAVE AN ALARM SYSTEM SET UP SO IF SOMEBODY WRONGLY PROPS A DOOR OPEN, IT SHOULD BE CLOSED AT ALL TIMES IF IT GETS PROPPED OPEN SO PEOPLE CAN COME AND GO.

TALK ABOUT THAT PROCESS FOR ALERTING YOU TO THAT SO WE CAN CORRECT THOSE SITUATIONS.

SO THAT'S PART OF OUR GALAXY PROCESS, OUR GALAXY SYSTEM.

SO IF A SCHOOL PROPS OPEN THE DOOR, IF THAT DOOR STAYS OPEN FOR A LONGER THAN 2 TO 3 MINUTES, THEN THAT ALARM WILL ALERT DISPATCH AND IT WILL POP UP ON OUR SCREEN IN RED.

WE WOULD THEN LOOK AT THAT CAMPUS AND SEE WHAT'S GOING ON WITH THAT PROCESS.

THEN WE CAN CALL THAT CAMPUS AND SAY, HEY, THIS SCHOOL HAS GOT A PROP ALARM.

THIS IS AN INTRUSION.

BASICALLY, THAT'S WHAT IT'S SHOWING US.

IT'S AN INTRUSION ALARM, BUT IT'S SHOWING US IN A PROP ALARM FASHION THAT THERE'S AN ISSUE WITH THE DOOR.

WE DON'T--.

WE TEACH WITH THE CLASSROOM DOORS HERE.

THAT'S WHAT WE TEACH HERE IN GARLAND.

BUT WE WANT OUR EXTERIOR DOOR SECURED AT ALL TIMES.

SO WE DON'T WANT TO GIVE NOBODY FREE ACCESS TO OUR CAMPUS TO COME INSIDE.

SO THE REASON THAT SYSTEM SIDES PUT THOSE PROP ALARMS ON THOSE DOORS SO WE CAN HAVE AN IDEA OF WHO'S COMING AND GOING IN OUR BUILDINGS.

SO ONCE THAT DOOR IS SECURED, THEN WE KNOW THAT THAT CAMPUS IS SAFE IN THAT AREA.

RIGHT. AND THEN THE LAST THING I WANTED TO MAKE SURE WE TALK ABOUT A LITTLE BIT AND MR. GLICK WAS A GREAT ADVOCATE FOR THE SCHOOL BOARD AND THE DISTRICT WITH RESPECT TO PROVIDING PROPER LIGHTING AROUND OUR CAMPUSES SO THAT THE CAMERAS CAN ACTUALLY WORK.

AND HE LED THAT EFFORT OVER, I GUESS, SINCE 2014.

HE'S BEEN ONE OF THE VOICES THAT HAVE WANTED TO MAKE SURE THAT WE HAD PROPER LIGHTING, AND I THINK WE EVEN MIGHT HAVE HAD A LOW INTEREST LOAN THAT HELPED TO FINISH THAT PROJECT, THE [INAUDIBLE] LOAN, IF YOU WILL.

SO TALK ABOUT THE EFFORT THAT WENT INTO PUTTING UP PROPER LIGHTING AROUND OUR CAMPUSES SO THAT PEOPLE COMING AND GOING, ESPECIALLY THOSE WHO HAVE TO COME AND GO AT NIGHT, WHETHER THEY'RE TEACHERS WORKING LATE OR WHETHER THERE'S AN EVENT AT NIGHT TO HELP MAKE OUR CAMPUSES SAFE AND THAT TYPE OF EFFORT THAT WE HAVE.

GOOD MORNING. MY NAME IS JUSTON COFFMAN, I'M THE ONE THAT ACTUALLY TOOK CARE OF THE LIGHTING PROJECT WHEN MR. LAMB BROUGHT IT TO US.

WE WENT ABOUT THE PROJECT IN TWO DIFFERENT WAYS.

THE FIRST ONE WAS SORT OF A MAINTENANCE ASPECT OF IT, LOOKING TO SEE WHAT FIXTURES NEEDED BRIGHTER BULBS IN THEM, SO TO SPEAK, WHAT FIXTURES, YOU KNOW, LOOKING AT EXISTING ISSUES, THE OTHER ASPECT WE LOOKED AT WAS WHERE DO WE NEED A FIXTURE? SO THERE WERE TWO DIFFERENT WAYS WE WENT ABOUT THIS.

ONE WAS JUST A SORT OF A JUST AN INSPECTION.

YOU DRIVE AROUND AND LOOK AT WHAT'S THERE.

THE SECOND ONE WAS ACTUALLY MEASURING LIGHT.

SO I WALKED 60 MILES IN TWO WEEKS, WALKING ALL OF OUR SCHOOLS, GETTING A KIND OF A MAP TO GIVE US A BETTER IDEA OF WHERE WE CAN ADD FIXTURES AND IMPROVE OUR LIGHTING, AND I'VE BEEN TO A LOT OF THE SCHOOLS SINCE THEN AT NIGHT JUST TO SEE HOW IT WORKED.

AND OUR ENERGY MANAGEMENT FOLKS DID A FANTASTIC JOB OF PUTTING MORE LIGHTS IN.

AND ESPECIALLY THE NEW LEDS.

THE NEW LEDS ARE PRETTY AMAZING.

SO THAT'S HOW THAT WENT.

OKAY, GREAT. YEAH. I JUST WANTED TO POINT OUT THAT SAFETY AND SECURITY, ESPECIALLY THE SAFETY AND SECURITY OF OUR CAMPUSES, IS MORE THAN--.

WE SPENT A LOT OF MONEY IN THE BOND ISSUE, THE ENTRIES, THE VESTIBULES, THE SECURITY ENTRY, SO THAT WE CAN BUS PEOPLE IN AND OUT, MAKE SURE PEOPLE ARE COMING AND GOING AND BEING CHECKED AND HAVE ALL THE PROPER SECURITY WITH ENTRANCE ACCESS TO OUR CAMPUSES, BUT IN ADDITION TO THAT, THERE WAS A HUGE EFFORT WITH THE MONITORING SYSTEMS, THE SECURITY SYSTEMS. I BELIEVE WE'RE 24/7 IN OUR MONITORING? YE., THAT'S A HUGE EFFORT.

SO WE'RE 24/7 IN OUR MONITORING.

WE HAVE THE CAMERAS, THOUSANDS OF CAMERAS, WE CAN GO TO ANY POINT IN THE DISTRICT.

WE CAN SEE WHAT'S GOING ON.

AND REALLY, ALL THIS IS GEARED TOWARD, NUMBER ONE, KEEPING OUR PEOPLE SAFE AND LETTING US BE AWARE OF THINGS QUICKLY, AND THANK YOU FOR THAT.

BUT ALSO I THINK IS KEY IS BEING ABLE TO WORK WITH THE VARIOUS POLICE AGENCIES IN OUR THREE CITIES SO THAT WE CAN ALL BE INFORMED AND HELP AND, YOU KNOW, PASS ON INFORMATION.

AND A LOT OF TIMES THE QUICKNESS AND THE ABILITY TO MOVE QUICKLY CAN ENHANCE THE SAFETY AND SECURITY. AND, GOD FORBID, WE EVER HAVE AN EVENT, BUT I THINK WE AT LEAST HAVE ABOUT AS MUCH AS WE CAN WITH RESPECT TO BEING ABLE TO MONITOR THAT.

SO FOR ALL OF YOU WHO'VE BEEN INVOLVED IN THAT, PEOPLE THAT WERE INVOLVED IN THE BOND ISSUES AND THE CONSTRUCTION, I MEAN, IT'S BEEN PRETTY FABULOUS.

IF YOU LOOK AT WHAT THE CAMPUSES LOOK LIKE TODAY, I MEAN, DRIVE BY KIMBERLIN OR DRIVE BY HILLSIDE OR DRIVE BY ANY OF OUR ELEMENTARY SCHOOLS.

IF YOU CAN JUST REMEMBER WHAT THE LIGHTING WAS LIKE BEFORE WE STARTED AND THEN DRIVE BY AND LOOK AT IT TODAY.

A SECURE IS WHEN THE BUILDING IS LOCKED DOWN FROM THE EXTERIOR, WHERE IT'S BUSINESS AS USUAL INSIDE THE CAMPUS, TO WHERE THE STUDENTS AND STAFF CAN STILL GO BACK AND FORTH TO CLASSES, BUT NOBODY CAN EXIT OUTSIDE THE BUILDING.
